Your question is tough to understand, so you may have to rephrase it for me. What do you mean by "look over"? Do you mean "oversee" (as in, he's the manager)? Do you mean as judge (Satan is the one who looks over the sinners; God is the one who looks over the saints)? What do you mean by "couldn't make it into heaven"? I'll take a stab at your question, but I could be way off to the side depending on what you're actually asking.

First, I would say that God doesn't trust Satan with anything. He doesn't give him any leadership position or managerial responsibilities. In the Bible Satan and God are enemies, and we don't see any evidence of God "trusting" Satan for anything.

Secondly, Satan's name and nature mean "deceiver," so he's not trustworthy on any count. Have you seen "The Dark Knight" (2008, Christian Bale; Heath Ledger)? The Joker in that movie plays an archetypal role of pure evil: pure anarchy with no particular purpose and no particular goal except the proliferation of pure evil. He'll hit cops and criminals alike, the innocent and the guilty, his own guys and the enemy. It's random and unpurposeful. As a deceiver, Satan is not to be trusted.

Are you wondering if Satan is going to be ruler in hell? There's no Biblical warrant for that thought. Satan is tossed into the lake of burning sulfur like a piece of refuse (Rev. 20.10), not as the commander in chief of his minions to reign there with them.

I was discussing this with someone and he told me to post it here. Okay, the question is: What if Satan was the only one God trusted to look over the unworthy that couldn't make it into heaven? What are your thoughts?
