I think before I can answer that question for you, you need to clarify your question by answering one for me: What is your perspective on justice? What is it and how is it best exercised?

Secondly, I don't believe in a global flood, but that doesn't change your question a whole lot, even if the flood was massively regional (continental?) in scope.

Thirdly, I'd be curious for you tell me what the population of the continent/world was at the time so we know the qualitative definition of "many".

Fourth, after you answer the questions to guide my answers, we will need to consider what happens to unborn children and infants when they die (their eternal fate) to determine the degree of cruelty at the hands of the perpetrator.

Fifth, on what objective basis of morality are you basing your assessment of the "crime"?

I would love to discuss this with you, but I have learned to get a little information about questions like this before answering.
