A God can know if he has free will, because the two qualities (knowledge and free will) and mutually dependent on each other. Without knowledge, free will is impossible, since free will is a function of consciousness. It is only through consciousness that we have an self-awareness, and only through self-awareness that we can have self-direction. And if we are to have self-direction, we must have free will.

The equation also goes in the other direction. Without free will, reason is impossible because reason, to be functional and meaningful, necessitates the examination of data, the weighing of evidences and arguments, and deciding on a course of action or a truth proposition. Without free will, reasoning is impossible.

Therefore a God can know he has free will, because knowledge requires free will, and free will requires knowledge. Without both there is neither.
