The quail story is both in Exodus 16 and Numbers 11. These are two separate events. Exodus 16.1 says it was the 15th day of the 2nd month after they had come out of Egypt (so they have been gone about a month). Numbers 10.11 says they're at the 20th day of the 2nd month of the 2nd year, so they've been gone from Egypt for about 13 months.

Deuteronomy is an expanded elaboration of the commands in Exodus, i.e., more information. The covenant here is laid out in a form similar to how international treat relations were structured in the ancient Near East.
