Nobody can see back that far, nor is any information of any kind offered, so any answer is guesswork. At least the Bible tells us that God was a Trinity, and so he didn't need to create. He was complete within himself, and didn't create us out of any kind of lack. The Bible would argue that he created because he wanted to, not because he needed to.
Besides, the term "before" is a tricky one, as if time existed before time was created. Since Einstein showed us that time is relative, even though we can't imagine any existence without time, timelessness is a theoretical and possible construct. To speculate on what God did before there was such a thing as "before" borders on absurdity.
