Do you believe that God meant for the earth to be owned, for certain people to control resources like food and water?

The Bible never expresses any displeasure at private property (including land).

Food is a blessing from God that can be owned but also should be shared generously with those in need.

I see nothing in the Bible implying anyone has the right to control water.
