I'd like to get some perspectives on this passage. Is this an event in the past or future?

I haven't studied the text real thoroughly, but it seems to me it's about the fall of Judah in 586 BC, shortly after Josiah's reign ended. It still has a message for us (sin will meet sure judgment), but I'm thinking that vv. 7-18 are historical (for us) and not future.
