It was contextual. The context is "Order in Worship." In 1 Cor. 11.5, women are allowed to speak in the church. In chapter 14, Paul is talking about disruptions. Several others classes of speakers are also asked to refrain if they are causing disruption: tongues speakers when there is no interpreter (v. 28), and prophets should speak only 2-3 at a time (v. 30). The point was that all these speakers (tongues, prophets, women), in various situations, were causing more disruption than edification. Normally all of these groups are allowed to speak, as in 1 Cor. 11 & 14. But if they're causing disruption, they should "remain silent."
