“Women should remain silent in the churches. They are not allowed to speak, but must be in submission, as the law says. If they want to inquire about something, they should ask their own husbands at home; for it is disgraceful for a woman to speak in church”

It was contextual. The context is "Order in Worship." In 1 Cor. 11.5, women are allowed to speak in the church. In chapter 14, Paul is talking about disruptions. Several others classes of speakers are also asked to refrain if they are causing disruption: tongues speakers when there is no interpreter (v. 28), and prophets should speak only 2-3 at a time (v. 30). The point was that all these speakers (tongues, prophets, women), in various situations, were causing more disruption than edification. Normally all of these groups are allowed to speak, as in 1 Cor. 11 & 14. But if they're causing disruption, they should "remain silent."
