2 Peter 3: The new heaven and new earth

What is the concept of a “New Heaven and Earth” in 2 Peter 3 referring to?

I want to make sure I understand the proper context of (new heaven and earth).

Was this concept of a new heaven and new earth referencing a:

    -literal heaven and earth?
    -the ending/beginning of a covenant?
    -putting on Christ and becoming a new creature?
    -other explanation
Direct Reference: 2 Peter 3:13 KJV

Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness.

The image comes from Isaiah 65.17 and 66.22. It speaks of the final form and status of all things. God and His people will be in perfect fellowship, Heaven and Earth will once again be united in unity, God will have reconciled all things to Himself, and so it shall be for eternity.
