Just for the sake of clarity, It is the 2 beasts who will perform these "great and miraculous signs" (Rev. 13.13). Neither of the beasts is Satan or his demons. These "beasts" may be kingdom, worldviews, or individuals. It is the dragon in Revelation 13 who is the symbol of Satan (Rev. 13.1, 4; 20.2), not the beasts.

Great question. Thanks for asking it. Satan is under no illusion that he will win this; his intent seems to be not to win but rather to take as many with him as possible. He intends to deceive, blaspheme, steal and kill (souls). You know, sort of the mindset of "If I'm going down, I'm going to take as many with me as possible." That's what I get the thought of as I read and study this. Why doesn't he just not do it and prove God to be a liar? Because he can't help himself. He is so hellbent on deceit, blaspheme, slander and slaughter that he can't resist. It's his nature.
Also, his nature is that of pride, so he won't back down. He won't admit defeat. Remember the line from "Gladiator": "People should know when they are conquered." ... "Would you... Would I?"
