If the devil punishes evil and sinners how is he the bad guy?

Not to mention that god created them in the first place

The devil doesn't punish anybody. It is not a biblical idea. The devil doesn't punish people on Earth, nor in the afterlife; he himself will be punished for his rebellion by God.

So he's just a normal angel rotting in hell

He's not normal, and he's not yet in hell, but yes, eventually that is his destiny. Rev. 20.10:

"And the devil, who deceived them, was thrown into the lake of burning sulfur ... . They will be tormented day and night for ever and ever."
